Choose TIME ATTACK then COURSE SELECT and choose whichever course you need then start the level and the achievement will automatically pop for playing the course, then quit out to the main menu and repeat for the other 24 courses and that'll be your full completion in less than 15 minutes!

Only SLIGHTLY different than the other guide, but thought I'd post anyway.
You can press
and make a save state before selecting a circuit, then just reload and pick the next circuit. A little bit quicker than reloading to the main menu, but not by much. I went through every level in just under 10 minutes.
No commentary or anything, I just got bored and recorded my playthrough.

Shown in the video, all you need to do is play this track and the achievement will pop. Make sure you complete x1 lap. Whole game should take under 30mins!

Can you just quit the race after the achievement unlocks? Why do you need to finish the race?

You can quit, but the time it takes to reboot a specific race is about the same time as waiting the 60sec for the race to just finish. Also, a lot less work.
