Online you can set a race to 1 lap, offline the minimum is 3 laps. Be sure you finish the race otherwise it will not count.

You have to unlock riders. Be aware that you cannot unlock drivers while driving online.

I highly recommend doing this while going for the Nicky Hayden achievement, you'll have to win 69 online races and there are around 60-65 riders among the 3 classes. I say this because in online races you can set the minimum number of laps to 1, as opposed to single player where it is 3. Also note you do have to finish the race, I was leaving my rider at the start-finish line stupidly assuming it counted, it doesn't.
