As soon as you have the option to have 8 sponsors, you can unlock this achievement.
That will happen as you get to level 29 or 30, I can't remember which, but it is purely associated to you rank level, not with what class or season you are in.
I played 2 seasons of 125cc, this way I could keep my upgrade bike in season 2, had a nice selection of easy to obtain and reasonable paying sponsor, then sacked my existing staff bar 1 mid level PR in order to build / hoard cash for the 100k & 200k staff payday achievement.
I always raced 1 lap of practice, 1 of qualifying and a 3 lap race as that seemed to rank me up quite quickly, I had level 30 by the end of season 2 and over 1m in the bank to complete the hiring of level 30 staff and get the payday achievements.

This is career related and will be unlocked before you win the MOTO GP championship. So just keep playing and try to keep money left over to upgrade your PR Manager
