Sometimes it's hard to find a book merchant, but you can always ask traveler about merchant's location (both NPC's are located in taverns). Buy a book and go to "Camp" option, then click on "Take an action" and choose a book to read. From now on every time you choose to wait somewhere you will start reading that book you've chosen. Wait somewhere for some time and you should get the achievement.

For whatever reason, this achievement did not unlock after I finished reading Essays on Logic. However, it popped as soon as I completed The Life of Alixenus the Great. 🤷
