In order to unlock this you need to get a follower. Followers are the people you are able to higher and are able to level up and place their skill points just like you do with your character. You are able to find them in the cities taverns. Once they are in your group you need to create your own Faction/Kingdom by conquering either a castle or city. Once that is complete simply talk to your follower and give them a fief. It should be either the last or second to last option when talking to them. By giving them a fief you are making them a vassal thus putting them into a position of power. Do not make the same mistake I made and started making everybody Marshall or giving other vassals castles or fiefs.
