The set unlocks at level 7. It costs 12k for the helmet, 6k for the shirt, and 4k for the pants. I reraced the Wasteland Slums race in Deep in the Dunes to get the cash, and knock over the Slumcat millionaire cheev as well. You get about $1700 - $1900 for winning depending on skill points.
