How to unlock the Happy When it Rains achievement in My Singing Monsters - Definitive Guide

You will be able to buy Water Island after you have reached level 4 and bought Cold Island. Water Island costs 1,500,000 gold! If you tap the “Map” icon on the lower right of the screen it will bring up a menu showing all the islands you can buy. Select Water Island and buy it once you have saved up enough gold.
