Through out the game secret scrolls will appear that you need to collect. To acquire a Support Ninjutsu Book go to the scroll exchange (located in the back of the map near the hokage mansion as a green shop dot) and exchange the scrolls there for a support ninjutsu. The cheapest one is 250 scrolls.

After completing missions, secret scrolls will appear on the map (as sown by a small gold icon on the minimap). Go and collect 250 of these scrolls (they are purple scrolls and can sometimes be found in floating boxes) and then go and see Iruka in the North West of the Hidden Leaf Village. You can exchange 250 scrolls with him for any of the books which are in stock (through playing the game at least one will be unlocked!)
