Use 2nd controller, pick a short track(Martinsville), set opponents to 0, set laps to 2. When race starts pause game and go to options, then controls and set transmission to Manual. Unpause game and down shift w/ the "A" button. After you complete 2 laps and win the race in first gear the Achievemant will unlock.

FYI...you can do it with AT (I changed to MT but it didn't kick in), just slow down at the last turn and make sure the gauge shows you in first gear when you cross the line. 2nd controller was a great tip!
