1- Participate and win all 19 Career Invitational events.
2- Reach rank 29.2:
Each Rank is divided into 5 "boxes" in the meter, you have to complete the 2nd box after you have reached Rank 29.

Ah, I was wondering about that. I had passed Rank 29, and hadn't hit the achievement yet. I know what to work on tonight now ^_^
