You must earn 100 fastest laps at any track. Note that you can only earn one fast lap per race, and you can keep track of them at the driver stats screen.
If you are having trouble earning fast laps, set up a splitscreen race with two controllers and no oppenents. Set the laps to 2 and race at a short track.
I would save this for last, because while you are doing career you will earn a few, and if you are mastering tracks, you need 5 per track and they count toward this achievement.
