Srad Bmith has the correct solution for this. I just wanted to add that you may take off autosave and create a separate slot before buying this. That will allow you to buy the points with your player and then reload the save.
Trust me there are alot cooler things you can get for 3 million dollars :)

To be able to get this achievement you must first have $3M available to spend, hence the name of the achievement "Money Bags".
Hit the right stick up to access the MyPlayer menu then scroll to ...
MyPlayer>MyPurchases
You'll then have a list of the many things you can buy, the skill points are right at the top. As default it should say "50 Skill Points (50K)" Meaning you can buy 50 skill points for $50K. Move the left stick to the right to increase that number up to 3,000 skill points which will cost you $3M.

Once you have saved up 3 million dollars in My Player mode, go to "My Purchases" The first option there allows you to buy skill points for money. Simply buy 3000 skill points.
*If you do not want to waste your money, turn autosave off, buy the skillpoints, unlock achievement and reload save to keep your 3M.*
