Find a boosting partner, go to Xbox Live, My NBA Live 10 Online, Leaderboards, and then LT to the Friends Tab... Challenge your partner to a ranked game.
You can quit out after the 2:59 mark in the 1st quarter. Repeat 15 times and the achievement pops when you go back to the loading screen for the main menu.
While boosting this, I suggest you also trade off the achievement for 3 wins in a row.

Everything that N0T0RI0USnFaMuZ said is true, BUT, there is no need to play a full quarter. Instead, just play for 2 minutes. To be on the safe side, quit the game at 2:59 the earliest...

Can be done in conjunction with "Online Win Streak". If boosting this should get you 6 of the 15 games. After that, take it in turns with your partner to pause and quit after the 2m30 mark of the first quarter. Repeat until the trophy pops up.
