This is simple. You need 1,850.000 bounty to reach this rank.
My Favorite Race to get quick bounty is "Spirit of Performance" - found in carson ridge resevoir in the bottom left hand corner further inland. This is a short duell and you will earn about 15K bounty in just 2 mins so it is definitly a good option to get a good amount of bounty in a short time.
