Play career mode as a cop and eventually you will get this trophy. As it says you have to reach level 3 and you will do that in around 2 hours.

You will need to reach rank 3 as a cop with a total of 60,000 bounty points to get this trophy. This will come during normal play as you progress through the game as a cop. Please see Ultimate Enforcer on how to get points and some of the better ways to level up.
