After you progress through the career enough, you will unlock the EMP. You will have to do an Enforcer 'Hot Pursuit' Match using only the EMP. Just stay behind the Racer and press Left on the D-Pad and wait for the EMP to lock on. This will be easier early on in the race.

While playing as a cop you will quite early on unlock the EMP. To get the trophy, use the EMP and get a successful hit on a racer.

As you progress through the game you will unlock this ability. You can either earn this trophy as a cop or as a racer. The emp is a bolt that is shot towards the targeted racer or cop. To use the emp press 
to shot out have the target indicator pop up on screen on the back of a car. Make sure you are close to the car so you don’t waste an emp, you are limited to a certain amount with each event you get access to it. The more hits you get with the emp the faster the ability will be shot out of the car and connect with the back or the car that you are targeting.
