The criteria for this achievement has changed after the v1.2 update that occurred in November 2020.
The actual achievement description on Xbox live is now:
"Acquire the maximum number of heart containers"
The max number of heart containers that is possible to have now is 8, down from 10.
In theory, this change should make it easier to accomplish.

Strategy:
Once you have unlocked a decent number of items, this achievement mainly consists of playing through a run on easy and just getting lucky with the reward items presented to you, and making the right choices when more than one option is presented to you. (RNG factors heavily into this achievement).
You want to choose any items that give you an extra heart container, they all appear (for viewing) in the same segment of the basement.
The items that grant additional max heart containers are, in alphabetical order (you're welcome):
Brave Cookies
Broccoli
Canned Cat Food
Cream Beer
Earth Bread
Fruit Popsicle
Giant Barbecue
Monk Hat
Pepper Soup
Soul Flask
Space Soda
Tanghulu
Tobe Beef
That said, there are a few little things you can do to slightly increase your chances of success:
In the basement, you can ban up to 5 items without disabling achievements. Ban any 5 items that do not grant additional heart containers to slightly increase your chances of receiving items that DO grant additional heart containers.
When attempting this achievement, I would specifically ban Cyborg and Demon Wings because they actually reduce your max heart containers.
It should also go without saying, but you should avoid making any deals that would reduce your max heart containers such as Aries deals (the red secret/sacrifice rooms that appear for increasing your violence meter).
Lastly, Anna starts with 4 heart containers. Since the achievement description is now "Acquire the maximum number of heart containers," Anna starting with one more heart than Wade should give you a head start. I was unable to test this theory because I had already gotten the achievement with Wade. If anyone gets it with Anna and it counts her additional starting heart towards the achievement, please confirm in the comments below.
There's a few other ways to gain max heart containers, like a perk that makes moldy hearts have a chance to increase your heart containers, but since they are all a gamble, I don't feel like they are worth investigating/strategizing here.

This is an overly complex strategy when all you need to do is try enough heart container items from the basement.

Got this by accident trying out items in the basement, you don’t even need to start a run if you have enough heart items discovered, simply try them all in the basement and pop

The maximum heart containers is currently 8 as of 2023, making this achievement pretty easy. Play as Anna, since she starts with four heart containers, and play on Easy so you don't have to worry about dying. Attempt this after you've unlocked all seven floors so you have the highest odds of success. Basically all you need to do is, after beating each boss and getting to choose your upgrade, choose the heart container. Just watch the pattern and you shouldn't have much trouble picking the item at the right time when it's a heart. You only need to do it four times out of the seven (or eight, if you get an Athena or Ares token) floors available, so there's room for error or if you don't have a heart container as an option after one of the bosses.
