I'd like to add a few tips to the other solutions that were not mentioned and may save you much headache.
As mentioned:
-Do this only after you've completed the final fishing quest for the Hyneria
-The dock I used is near the very top right part of the map. At the right of the Desert where the sandstorm is. It's right on the edge of the map and hard to spot but walk along the right side of the map where the sandstorm is to find a path down to the dock
-Bring a decent amount of sardines (about 20-25 should be safe)
Watching the Fishing Rod:
-Not many people notice, but the way the rod dips determines the type of fish caught. If you try to catch every long dip of the rod you will end up with a huge amount of cans/buckets/etc.
Fishing the Rhizodont made easier:
-When the rod dips short once followed by a dip long it's a can/bucket. To avoid wasting bait or catching a bucket simply wait until after the long dip and pull the rod back in. You will 'not even get a nibble' but at the same time won't lose your bait!
-What you are looking for is two short dips followed by two more short dips followed by a long dip. I have tested this successfully 3 times and can nearly guarantee it will be the Rhizodont on the line.
The fight:
-The Rhizodont puts up a very tough fight that may take 2-3 minutes. Be careful though, this fish loves to take your bait when it's near low stamina. The fish darts back and forth very quickly so be quick with your switches. The sweet spot for this fish is also very slim and often you will find you're not decreasing the stamina. The best tip I can give is to watch the fish position to the rod (not the characters actions). Move the stick as the fish moves from the rod orientation. It may take a few tries, but it can be done.

-When the rod does a short dip, there are actually two types. There is a "clean" dip, where it dips very quickly once, and another type, where it dips twice very rapidly. Anyway, when the dip was "clean" I only ever got cans and hyperwhateverthatfish is. It was only when I got 2 short double dips and a long one that I was able to get a Rhizodont. First try like a boss >_>

You can save your bait on any fish by reeling in after the third tug instead of waiting.

You must catch the Rhizodont fish to get this achievement.
You will need to complete all the fishing sidequests to get your fishing skill to max to be able to land this fish. The first 5 fishing quests to upgrade your skill are from the old man by the beach in Seafront.
Sardines (Fishing Quest 1) - Bait: Lugworm - Location: Seafront, Beach by the lighthouse.
Blowfish (Fishing Quest 2) - Bait: Lugworm - Location: Seafront, By fishing quest-giver.

I actually got this achievement before completing only 8 fishing quests. By pure luck, the Rhizodont was at the Desert Dock when I was trying to fish for the Hyneria.

After you've finished all the fishing quests, go and collect the compass from the guard outside the palace in Facade, allowing you to enter the sandstorm. You can fish up the Rhizodont in a fishing section with the sardine bait in the north-east section of the sandstorm area.

Do not even attempt to catch this fish before completing all the Fisherman's Gambit Quests, you will be able to see it beforehand, but it will escape very quickly!
Rhizodont's can be caught in the desert by the fast travel boat with Sardine. You can catch Sardine at the Seafront or buy them there for 250G. While fishing with the Sardine there are three different types of things you will catch, defined by how your fishing pole dips.
Option 1: Rusty Bucket, Empty Can or Rusted Clump. If your pole dips twice you will catch some junk, Rusty Buckets & Clumps are needed to achieve Forging Master.
Option 2: Hyneria. If your pole dips three times, you will catch the rare fish you caught on the final fishing quest.
Option 3: Rhizodont. If you pole dips twice and then twice again after a short pause, you'll be catching the Legendary fish, expect a tug-o-war to catch the fish.
The Rhizodont shows up once in every 10 attempts. After you catch it the trophy will unlock.
