You'll need to obtain the seed left by Maize in the Glen, and retrieve the Vial of Water from one of the robots in the research facility also in the Glen.
When you arrive at the Refuge (big red city), you should come to a T intersection almost immediately. Talk to the giant robot with the seed selected. Continue on and you'll be able to plant the seed in a pot, but you'll need soil.
While in the Refuge, you'll eventually need to explore some apartments to the NW of the elevator. One of the rooms here will have a Roomba, which if you ride it earns you:
But another room will be full of plants. Talk to Mason, the gardener, and he'll give you soil.
(DO NOT RETURN TO THE SEED YET)
As you continue exploring the Refuge, you'll eventually come across Vendor Street (as it's called in the map), the Vendor at the far left should have water pills, talk to him for a sample and combine it with the Vial of Water.
Return to the seed and add the soil and medicated water.
Continue playing as normal until the ending. You must select to put the sun in the tower.
Maize will be in the credits and you'll earn the achievement.
