Added to Protium's solution:
Make sure that you have issued the "halt" command. This is in Orders > Offense > Halt. This will stop the AI from running.

Also, only down a team-mate who is not a medic. This will stop them from healing themselves.

Make sure your weapon is on single shot. I recommend pistol shots to the head.

I got this while playing through the campaign with three other gamers on hardcore. I always played as the medic. While I did plenty of healing, I didn't think I would get this as the description says to apply the field dressing, and the medic doesn't have that (he uses some kind of magic syringe).

I used a pistol and shot the AI once in each arm and leg, then in the back. It seems if you shoot them twice in the same area (i.e., arm/leg), it’ll kill them. You should be able to get 5-6 heals per soldier, sometimes twice in the back.

Fairly straight forward.

In any mission, turn around and shoot one of your AI teammates with 1 or 2 bullets. Quickly hold B and switch to the Field Dressing. Once you have "fully switched" your weapon (weapon switch times are long), the AI will stop running away from you as you get near them and let you to bandage them. Hold Right Trigger to bandage. Rinse and repeat.

Best done at the start of a mission when there no enemies are around. I found shooting the AI in the legs and arms prevented accidental deaths. Also some AIs will fully heal themselves after they have been fully incapacitated and bandaged.
