How to unlock the Fuel the Fire achievement in Operation Flashpoint: Dragon Rising - Definitive Guide
You have to destroy the 3 fuel trucks located next to the generator which you need to blow up, very easy to do follow what i do in the video.

I couldn’t get this to pop following the video. Planted 2 charges to blow all 3 up at the same time and it finally unlocked via that method.

I was able to easily walk up, place the C4, and get out without anyone around.
Basically, I did the first part of the mission avoiding everyone, after the lookout point, I went wide around to the back side of the village at the other entrance. I picked off the guys at the gate, a jeep will try and come around and while prone I shot driver and gunner.
Then since the fuel trucks are closest to that entrance, they blocked visibility to the other soldiers on the other side of the base and allowed me to blow up the trucks easily.
Ok then things get tricky, enemy randomly will spawn indefinitely and you must get out quick or you will be pinned.
I told my team to supress head of me near the generator, planted the C4, then ran back where I was. I jumped over the barricades and ran alone up to the extraction point while my team stayed and kept the soldiers busy(they eventually die).
Enemies were continuing to spawn as well as a helicopter, but I was well ahead of them on the hillside already.

A single C4 charge on the middle truck is enough to take out all three. I dashed for it and blew it quick killing myself but still unlocking the achievement.
edit: the trucks are in the middle of the depot. They are tankers lined up in a row, sort of side by side.

Another method that may work for you...
I was trying over and over for this via the C4 method, but I could not get close enough... Then, low an behold, I kill an AT gunner and take his PF98 Queen Bee (with three rounds).
I was hoping to get off a lucky round and take out both trucks, but after hitting one, the other took off (down the road that heads east). Now I was already on the east side of the Fuel Depot (up the hill a short way), so I got off a second Queen Bee shot and the achievement unlocked!
PS. Two shots, so two trucks, which confirms what Ploert 360 wrote.

In addition to all the other tips, if you somehow fail to blow up the trucks before one or more leave, it's worth checking your map before you head to the extraction point; we found one truck just stopped on the road about 1 klick east.
