When you blow up the Sunburst launch there is a group of house straight ahead air strike it to kill the commander.

After you blow up the Sunburst launch, head toward the next RV point (it is in the collection of buildings nearest the launcher site). The PLA Commander is one of the officers in this collection of buildings. Kill him (or have your NPC team mates kill him).
* Watch out for the PLA gunship.
