This one sounds fairly straightforward but there are a couple of things to rememeber.
Its got to be an un-scanned anomaly, so the earlier you get this the better. I got it with a spike log. I found one, got in the car and activated the beacon, then jumped straight out and scanned it, before heading for the portal.
The other thing is this is missable! If you scan everything before doing this, you can't get it. You can see if you having any missing anomalies on the route planner, you will seen an "unknown" on the list.

It is recommended to do this at the beginning of the game, when most of the anomalies are not studied and you can easily stop next to any of them, call a storm and scan it.
