Palworld

Blazamut Ryu is a Dragon-Fire type Pal that can be summoned using a Blazamut Ryu Slab with a summoning altar at one of your bases. It's a multi-step process to summoning him as you first need 4 fragments to create the slab, then create the summoning altar, then finally defeat it. I will put my recommendation for world settings as well as the gear I used in this solution.

Finding the slab fragments
The fragments can be found in Cherry Blossom Caves on the new island of Sakurajima. These are level 52 dungeons and can be found at the following locations (you can use the map here https://mapgenie.io/palworld/maps/palpagos-islands and filter for dungeons to make it easier):

At the end of the dungeon, after the boss, there are 2 chests which give you a chance at a slab fragment. Some of the dungeons might be closed when you get there, just go to the other locations and complete them if so. The other dungeons will open after enough time has passed. Once you have 4 slab fragments, you can craft the slab at your base on a production assembly line/crafting table. You can also find Bellanoir Libero fragments in these dungeons, so I'd recommend starting your dungeon crawling with these first to hopefully kill 2 birds with one stone if you have yet to complete the first TU.

Summoning and defeating Blazamut Ryu
First build a Summoning Altar at one of your bases for 100 stone and 20 Paldium fragments. I chose to build at an empty base, but if you are ok with your whole base exploding then build it wherever.. All of your pals in your base will help to fight the boss. I just used one Pal and my guns and was able to defeat it in around 5-6 minutes.
The summoning altar is found on the technology screen under lvl 33 and can be unlocked with Ancient Technology.

Blazamut Ryu has 512,680 health and is weak to Water type pals. Once you get his health to about 50,000, it will transform into an Electric type and recover its health back to roughly 171,000. In its electric type form, it's weak to ground type pals.

My Gear:
Pal Metal Helm
Heat Resistant Pal Metal Armor
Giga Shield
Rocket Launcher w/ 80 rockets (Not needed, takes too long to reload)
Assault Rifle w/ 1,019 ammo
Pump Shotgun w/ 365 ammo

I mainly used the assault rifle and ended up using 31 shotgun shells, 813 assault rifle, and 7 rockets.
I also only have an attack of 114 and defense of 500 on the stat screen (put most of my points into weight and work speed). Obviously, the better the gear and weapons, the easier this will be. The new Gatling Gun is supposedly very good, but I haven't made enough plasteel yet... That said I was able to tank all of the bosses hits without having to move much and that's thanks to the world settings.

After you have defeated this boss you'll receive an egg, a Blazamut Ryu (Ultra) Slab, and your achievement!
