This achievement, along with the rest of the normal score ones (Beginner, Intermediate, Advanced) are awarded for reaching this number in Standard mode without losing all your lives. You can Rewind in this mode with 
by default and unlock cheats after completing it once (not that these are required). Unlike in Cotton 100% (the previous game in the series) this requires no effort other than progressing in the game. An average playthrough ends up around 1.3+ million points, so this should unlock well before the final boss battle. The only way anyone can avoid this if they die early or stop shooting at normal enemies (bosses and mini bosses block progress until they die). By setting your starting lives lower in the configuration menu you can start with up to 200k points by default, unlocking this even faster but since you need to complete the game anyway for other achievements there is no reason to do so.
