After gaining access to the Velvet Room and the Persona Compendium, Personas can be retrieved from the Compendium for a fee. The fee changes depending on the Persona being retrieved - lower level Personas, or Personas that can be acquired outside of fusion, tend to be less expensive.

Another simple one, this. Head to the Velvet Room and if you’ve fused or discarded any Personas, they’ll show up in your Compendium - once you’ve picked up a Persona, it’ll automatically be added.
