I did it and it's really easy if you use a virus sniper rifle with a Priest Sniper multiclass.
Quick Aiming one shot will let you fire both the virus weapon and the sniper giving it 25 virus before it gets to attack.
And remember panic wastes 2 turns, 1 for running away panicked and one for recover.
This gave me tonnes of time to use my tentacle Assault (2 actions for 24 stun) and my other 2 Assaults would Onslaught him so that I could get between 72 and 96 stun each turn.
I also took the time with my Heavy to break one of it's legs so it couldn't jump away.
My 2 Snipers mostly spent their turns taking out the adds.
It had enough will and turns to lay 1 Mindfragger and Stomp one of my guys before it was fully paralyzed.

Capturing the Scylla in the citadel is a lot easier since it’s a guaranteed spawn thus easier to plan for. If you go in carefully you won’t aggro the entire citadel at once and it’s a lot more manageable to go for the capture. Also unlike in regular missions, in the citadel it won’t flee the map if you do too much damage to it.
And although the mission objective for a citadel says to kill the Scylla, capturing it counts too for a successful mission. If all of your soldiers carry some sort of paralysis weapon and all focus the Scylla, that should be enough to capture it before it causes too much trouble.
