There are 47 ducks required for this. The first collection refers to the "Placid Plastic Ducks" option you can select when choosing a game. To make this faster, don't select the other two duck packs as those don't count towards the achievement.
Start a game here, pick your preferred map, and let the game run. Your first duck will drop into the pool and approximately every three minutes a new one will spawn. Achievement pops after all 47 have dropped.

Just a note that you seem to need to get all these ducks into the pool in one save.
It won't pop if you have some of them from one save, some from another, despite the 'collection' being fully done.

Just leave your game running until you get all the ducks dlc ones don’t matter it’s just the base game ducks
