This doesn't mean you have to have 100 bushes at the same time.
Simply plant as many bushes as you want, the delete them and plant again. I found doing it in bunches of 20 was easy.

Bushes become available as you progress and are accumulative. They are located on the second tab from the pull up menu. Even when you have all expansions you will not have enough room for 100. You will therefore have to remove/trash older items in order to reach 100. Once you have planted 100 from this menu the trophy will pop.
