right after the initial tutorial of the game, you should be able to purchase your first cue. Go to the Cues tab -> Cue Select. Under Common, one of the cues should be ready to purchase for 100 coins. Once purchased, it will move to the Owned tab which should unlock your achievement.

just to mention for some cues cards are required to unlock also.
