As always in PES, an offside is a foul too.
Just start a league on the lowest difficulty setting and with 4min. gametime. (Starting a league, will get you the achievement for sure. I heard of some problems, doing this with 10 exibition matches. PLUS the game will not go to extra time, if you just hold the ball in your rows)
Now, when the game starts, just pass it from defender to defender. If the oposite team has the ball, don't bother to get it back with "A". Just let them play..sooner or later, they will pass it to you. Rinse and repeat that for 9 times.
NOTE: With this method, you can knock out the "Possession Play" achievement simultaneously!

This is the way I'm working on for this achievement.
What do you need:
- Xbox 360
- TV
- 2 Xbox360 controllers
- PES 2011
How to do:
- First you set the time for 1 half on 5 minutes.
- Now you turn on your second controller.
- Select the difficulty to Amateur.
- Choose a good team for yourself and a worse team for the opponent.
- Start the match and pass the ball to your team and only play it around in your team. Do this for this achievement:

- Start the second half when it needs to be started and do the same.
- After 89 minutes you have to score a goal for win the match.
- If you did this without losing the ball, you will get the achievement.
