Easiest way I've found is to drop with the AFK players. If a car/motorcycle/boat is nearby enough that you can shoot the AFKs from it, drive it over to them, sit in the passenger seat, and kill them.

Not sure if this has reglitched recently but I can't get this to work for me at the moment. Have jumped into the passenger seat to kill 5 players tonight and no progress.

I want to add, the best strategy I found was waiting just inside the circle, relatively out in the open, and waiting for the blue to come. People are always hoofing it, and if you wait in another seat you can pick 'em off.

Bots save the day!
WHERE & VEHICLE
This took me 2 games on the Erangel map. You want a map that's mostly Bots and has an easy vehicle to shoot from. I recommend using the Dune Buggy.
SETUP
Try to get as many Bots as possible. I've read that the better you are, the fewer Bots you will have in a match. Now I wasn't really doing that well in PvP, so maybe the PUBG RNG was showing me some mercy.
1. Disable Cross Platform Play (
System Menu, Settings, Gameplay, Cross Platform Play, Disable).
2. Select Solo (I chose FPP)(Play Menu,
, 
FPP, and SOLO).
3. Then I played in the morning while the serious players were sleeping

START GAME
Without Cross Platform Play, it takes a little longer to start a new game, but it's worth the wait. I don't know how the vehicles are distributed on the map (I only attempted this on the Erangel map), so I usually jump early (away from the flight path and along the coast) or late to avoid players & Bots while I gear up.
Get geared up and look for a vehicle. Grab anything and then drive the roads until you find a Dune Buggy.
With the Dune Buggy, it's just one button
to move between the driver seat and the back seat. Do your killing from the back seat.
NOW TO GET THOSE KILLS
Start driving around buildings and off road listening for gunfire. It will likely be a Bot shooting at you.
Drive towards the gunfire, identify the target, get only as close as necessary, move to the back seat, aim, kill. The Dune Buggy automatically brakes when you change seats.
DON'T JUMP OUT
WHILE MOVING. You will receive fall damage and the kill won't count for this achievement if you're outside the vehicle.
Reload, scan for others, heal and loot as needed.
Rinse & repeat 9 more times.
DONE and congratulations

This can be achieved a few different ways. Playing Duo or Squad, you can aim and shoot your gun from any non-driver seat of a vehicle. Driving along aside another vehicle while your teammates fire shotguns into the cabin works well but expect them to fire back at you.
If you see AFK players going into the ocean and you can see a boat or jet ski nearby, quickly acquire a gun and meet them out in the ocean. Once you've found them, switch seats and shoot them.

Pretty easy to do with the lobby exploit, especially in the bigger maps.
Find a car, attract some bots by shooting to the sky. Down then with any gun then place the car near then, switch for the passanger seat and kill then.
Can also be done with any bike, but you will be more exposed.
Reapeat 10 times.
