quite easy, gain xp by playng campaign, battles and operations and in no time you should get to level 20. just by completing the campaign you should be way higher than level 20.

You will reach level 20 during the Campaign, although how soon depends on the difficulty you play, whether you are completing all bonus objectives and whether you are capturing or simply destroying buildings. This unlocked for me at the end of mission 14 and I actually had 17,000 points more than needed for level 20, so it’s possible this could come at the end of 13 for some people.
