This achievement should only take a few minutes. The Fish-O-Pedia can be located from the pause screen while in either Tournament or Free Fishing mode. This achievement requires that you view all the information by selecting (a button) all the available topics. For example, the first topic is "Lure Presentation Technique." When you select that topic, you enter a new menu with the various techniques. Cycle through all of them (Fast Cranking, Stop and Go, etc. You may actually want to read "Bump the Stump" while you are here, because that technique is the only lure presentation that is not obvious as to what to do.) Then go back and select the next category "Equipment." Some of the options have multiple sub-menus so make sure you are viewing each and every topic/sub-topic and the achievement is yours.
