I obtained this achievement without trying during the first tournament, so you should unlock this naturally while working through all three tournaments (Rookie, Pro, and Legendary). If you don't or you are in a hurry to unlock this, you are able to set the weather, time of day, and other options before entering free fishing. Therefore, just set it to weather: sunny and time of day: morning. Start free fishing and catch a fish (This is much easier in fishing spots which are the yellow dots on your map.) Once you catch the fish, pause the game and return to the main menu. Select free fishing again and select a different time of day and weather pattern. Once you have caught a fish in each of these conditions, the achievement will pop.
