The tourists in question are the ones that get off the flying bus at the start of the level and follow Fizzwidget. Just kill all the red squirrels before they kill any of the tourists. Be warned some do pop out of the ground after you walk past them.
If one of them does die, don't worry, just kill all the squirrels and then proceed to the top of the dam where you'll find a rail you can use your Omni-Wrench to slide down. This will take you back to your ship, and another group of tourists will arrive, just follow and protect them again, only this time there will only be one or two squirrels that won't prove to be a problem. Kill them, follow the tourists back to the bus and the trophy will pop up.
