I started as an African country. Make it one of the bigger ones, next to a country that has a very small army. I used Chad, I had to have two wars with them to take control of them. Make sure you bulk up your military units.
Begin the game and improve your military, then attack the country of your choice. At the end of the war, make sure to annex the country through oeace negotiations and make them surrender to become part of your territory.
This unlocks when you achieve this as the capitol has fallen.
