Along the bottom of the screen, you'll see a button that has the symbol of the UN on it.
Press it to bring up the UN menu.
From here you'll see a bunch of resolutions that you can pass through on the left of the menu.
Look for one that needs a low vote ratio to pass through. Select it (do not choose any that will lead to war in the early stages lf the game), I chose an social-economic based one. If enough countries vote for it, you net the trophy.
