So, a friend and I discovered what has to be the absolute easiest way to get this achievement. Is completely doable solo, of course the only concern are other players coming after you. I managed to get into a game solo.

Go to the town of Escalera in the bottom left of the map. At the top of a hill is a hacienda/mansion. Go through the gates, on the front corner of the wall is a tower with a ladder going up into it. Climb up here and take cover against a wall. Now, start shooting the law officers in the area and keep doing it until you receive $1000 Bounty / Public Enemy status. Now just sit here for 10 min. Occasionally a guard will try the ladder, so you need to watch that, but that's all.

Now the best part...typically you have to escape to get the achievement, but for some reason, because they can't see you on top of the tower, after a few moments you'll lose your wanted status and the achievement will pop.

In summary, climb tower, become public enemy, wait 10 min. Done.

my one comment about the end of the solution: you don't have to run away. you can find a spot under the house where they can't see you and will lose your "wanted" you just have to find the right spot according to where the enemies are. I never left under the house once I glitched in.

My method for Most Wanted is a little different from everyone else.

Head over to the beautiful town of Armadillo. Go in the saloon and instead of having a drink kill everyone instead. This will raise your Wanted level. Go upstairs the saloon and exit out the upstairs double doors and go left outside on the balcony. From here there will be a low portion of the roof right above John Marston's single player Armadillo safe house. Jump/Climb up onto the roof and continue to shoot the lawmen that are coming after you. The best place to avoid being shot at is behind the Armadillo Saloon sign. Crouch behind the center portion of this sign so they lawmen can't get a shot on you. Keep popping your head out and try to get a high kill combo. Doing so will make your bounty go up faster.

Once you have been branded as Most Wanted you will need to lose your wanted level. For this you have two options. One is while camping behind the Armadillo Saloon sign bring up the map and set a waypoint for Coot's Chapel. It is a little south of Armadillo. Call your mount and make sure no one is south of you. Carefully drop down to the second floor balcony of the saloon, and then drop to the ground. Get on your mount and ride to the chapel. Lose your Wanted level on the way so there is no longer a red circle on your radar/map. Once the word WANTED is grayed out on your screen just chill inside that chapel for 10 minutes. Being that it is a public Free Roam session you may want some buddies to protect you for 10 minutes. After 10 minutes of staying alive you will have your achievement.

An alternate way that you may find that works out very well is to stay on the roof after you have been branded as PUBLIC ENEMY MOST WANTED. What sometimes works is just stay completely still crouched down behind the Armadillo Saloon sign. Make sure you holster your gun and don't move. What this does is since you are unseen by the lawmen your status will go down to the gray and they will stop trying to shoot at you. At this point once you lose that initial WANTED status you will keep your bounty and you just need to stay alive/public enemy for 10 minutes.

What is really cool say you lose the WANTED status and it goes all the way to the gray you are pretty much good to go. Even if the red WANTED letters come back up you still got the achievement in the bag as long as you stay alive for the full 10 minutes.

So as long as you are a public enemy and get rid of the red WANTED status once all you need to do is just hide somewhere for 10 minutes.

So head on over to Coot's Chapel and atone for your sins! Tell them The Great Legend Shemp Howard sent you!

Here's the quickest,easiest, and safest way to do this:

Go to Cochinay. Its way up at the top of your map, North of Tall Trees.
In single player this area is not accessible until after a mission is completed.

This is a Native American camp, with NO people in it. There is a pen with some livestock not far inside the camp entrance. Kill the animals.
Suddenly the Mexican Army will show up, way outside of their jurisdiction.Kill the 5 or so men that show up.

Then while still inside the camp, run as far south as you can until you run into the fence. Then go back to the pen, and if the animals re spawned, kill them again. If they have not re spawned just run back to the fence and wait a minute and go back.

After you've done this two or three times, you will become public enemy without even having a bounty. You will know you were successful, because the announcer will say you are now public enemy.

In ten minutes you will have the achievement.

One thing you can do to hide from other players trying to hunt you down once you've been named most wanted:
Go to the back of the camp and start climbing up the ladders into the cave in the mountain. This place is huge. You will have plenty of warning if someone is trying to sneak up on you as they must stand up to climb a ladder, therefore showing up on your radar.

It's worth noting you don't have to flee or escape. I did this on top of the roof of the building opposite the rail station in Blackwater. There's two ladders to climb to get there, the first leads to a flat roof/ledge 1st floor area and the second ladder takes you from there to the main roof. In my experience no lawmen climb this second ladder to reach you as they do on some of the smaller 1 level buildings. Once you become Wanted, crouch and stay in the middle of the roof area for 10 mins. and you're done. Couple that with the report above that you needn't keep the Wanted meter filled and it's a cinch. If you'd rather keep the Wanted meter active just to be sure (I did) then just fire a shot every so often - you don't have to shoot anyone to refill the meter as long as there's some lawmen near (they hang around the bottom of the building). The only obstacles would be ammo running short and other players coming after you, as usual.

Another option on top of the ones mentioned here is El Presidio.

As long as no-one else is in there firing cannons, you can go in and easily get your bounty up, and even better, easily escape.

Don't go in the front door of the fortress. Go to the left and you'll see a chunk taken out of the wall. CLimb up and in. Run along the top of the wall until you can run no further. Turn to the right, jump up over and down onto roof tiles. Slide down carefully.

Run to the opposite end and you'll see a door on the bottom floor of a tower. Go in, and climb the ladder.

From here you can snipe any guard/police who enters in either of the two entrances to El Presidio. Importantly, you can also hit any lawmen who camp over on the hill to your left and let fly with shots. You must kill them, as they can hit you from that range.

Once you have your bounty to $1000, pick you time to make a run for it. Don't climb down the ladder - instead, go around and drop over the wall on the other side of the ladder to get onto an internal pathway. Then run.

Run to the other end from whence you originally came. It should be no problem if there is no-one in the Presidio. If there are, either shoot them or dodge and weave. You'll eventually get behind a large building where no-one can shoot at you. You'll see a tower with a cannon on top. Get up there, go to the other side and drop down (but call your horse beforehand).

Now, you may get stunned by the fall, but you should be OK if your horse is close by as it is very rare for there tobe anyone pursuing you here. SImply get on your horse and trot away - well, maybe a bit quicker than a trot.

The best thing about this is that no-one (and I've done this method 3 times) has ever pursued me from El Presidio. It is as if you are in a blind spot and the law can't see you. All you have to do is get away.

Once you have survived 10 minutes out in the wilds (and dodging other players maybe), your achievement will pop.

Heres how I did it, It's pretty much impossible to fail.

Enter a friendly free roam and head over to blackwater. Climb the ladders to the top of the red brick building opposite the train station. From here just pick off civilians and law men untill you get your bounty up to over $1000. Now all I did was every now and again shoot somebody or just fire a weapon to keep my wanted level untill 10 minutes had passed. Once they have passed simply crouch down out of sight and wait for your wanted level to simply dissappear. As your in friendly free roam other players will not be bothering you so as long as you dont get killed by the law men its plain sailing.

Just a note when I did it when the red had completely dissappeared from my wanted level it stayed grey for about 30 seconds with the stars on my radar (representing law men) flashing. After about 30 seconds my wanted level went completely and the achievement popped.

This is how I got the achievement:
Get in a public Free Roam session with only a few other players, get to Blackwater(the city in the north east) and kill everybody you see until you have a bounty of 1.000$(because then you are a Public Enemy). Then get on your horse and ride like a mofo to, for example Escalera, try using roads because then you can move at full speed.

In the beginning you are still in the red zone but when you ride out of the red zone the WANTED indicator starts getting white and eventually it will go away and then you only get: "Bounty: $1,000". But after awhile that will disapear also(But this doesn't mean you lost your bounty!! You are still displayed like a skull on the map.)!
Then just keep riding because I had the problem that they "tracked" me again.

Just keep riding and after 10 min the achievement will unlock! :)

I did this at McFarlane Ranch. Go upstairs in the barn, shoot a farmhand or some of the livestock to get your bounty, and then take cover behind the hay-bales at the back right on the first floor. The only way for the marshalls to shoot you is by climbing the ladders, and it's simple to shoot them while they're doing this. Some marshalls will stay on the ground floor, but again, it's easy to shoot them from your position.

When you get most wanted, wait until there are no marshalls in the close vicinity, whistle for your horse (or there may still be some in the barn for you to take) and hightail it away from the ranch and marshalls. You should be able to lose them fairly easily. Then it's just a case of avoiding other players and any other marshalls who find your trail.

I was lucky to be in a game with just three other players. It'll likely be more difficult if there are more about.

There are a lot of different ways to get this one. When I tried it with some friends, our biggest problem was the ammo and getting away. After some tries, here's how we did it:

Complete the gang hideout with the mine (forgot the name). At the end, there is a stagecoach. Don't shoot the horses, or you can't get in! And you need to complete the hideout, else you can't drive with the stagecoach.
Everyone get in, but place someone who's a good driver behind the horses. Start making your way to Armadillo, waiting at every ammo crate you come across.
Once in Armadillo, start shooting. Thanks to the stagecoach you get a lot more cover and if you are with enough people, you can cover a lot more ground.
Once everyone is public enemy (depends a lot of how good your group shoots, and how good the driver is), start driving away as fast as possible. We went to the swamps, off-road, did everything to lose the wanted. You don't have to keep the wanted level on you for the hole 10 minutes. If you lose the wanted level, you keep the bounty. If you get killed, you lose both.
Once you've lost the wanted, keep driving because from time to time there will be bounty hunters coming for you.

I recommend that the posse leader is not the driver, so he can place markers for the driver which makes it easier to escape. I can't say how important it is that you have a good driver. If the stagecoach gets stuck behind a rock or a tree, the npc's/players get a good shot at you and the stagecoach.

That's how we did it, I was the driver of the stagecoach. The driver and the player riding shotgun have to most chance of being shot, since they are outside the stagecoach.

I disagree with most of the strategies that have you holed up in one place to build up your bounty.

The problem with this method is the exit strategy. You are vulnerable as Hell when you finally make a run for it.

I suggest going to Blackwater and just riding around town on your horse shooting the cops/pedestrians. You can easily track the cops on the radar and make sure you don't run into more than 1 or 2 at any given time.

Once you hit the 1000 dollar mark you don't have to risk anything to "make a run for it", because you are already on your Horse. You just have to take off and keep riding.

If you keep moving and stay away from towns, gang hideouts, and other fast travel locations, you shouldn't have a problem with other players, either.

Worked like a charm for me the first time I tried it.

I used UnHoly One's method. I went in a circle around black water. I stayed ahead of them and shot backwards. That way the lawmen are close to each other. Once I got the $1000 bounty, I high-tailed it to Nekoti Rock. I went all the way to the top inside the cave. That way you will know the intentions of anyone getting anywhere near you. Luckily I was the only one in the session. I just waited and the achievement popped up.

BTW, this worked the first time.

An easier place to get this is in Rathskellar Fork. On the north end of town is the saloon. Jump on to the roof, and kneel down in the southeast corner. This will give you a clear field of fire on both of the entrances to the town, while giving you ptotection from being shot.
After ten minutes, jump off the north end of the saloon, then hop over the wall. This will put you outside the town, with the law looking for you eslewhere. Ride away and the achievement will pop!

Right my solution is Co-op meaning have atleast 2 people but the more the easier, Right goto El Paradiso in mexico which is located to the right side of the map (on Undead nightmare this is the Safe Haven in Mexico) werll...this is how you do it once in the location.

Step 1: located inside the the el paradiso is two carts filled with TNT shoot atleast one of them and it will set of your bounty going.

Step 2: At the main gate there is a mini gun get on and start mowing down the LAW! :D

Step 2 Pt2: well while your on the mini gun mowing the law down, your friend or posse needs to watch the back door since the LAW will storm that area since this why i say you need atleast 2 people.

Step 3: once you reach $1000 bounty and become "public enemy" you need to hold out for 10 minutes this best to use a timer in ym opinion.

Step 4: Once 10 minutes is up, this takes team work pretty much now but....one person in the posse with the best horse calls it in..it should come through the back (it doesnt matter if it doesnt) once it comes your posse needs to clear the back once this is done u need to quickly jump onto the horse and escape via the back entrance, stick to the right road since this should take you down a hill where the LAW has a blind spot and you WANTED! will disappear.

Step 5: Enjoy your Achievement

This really isnt as difficult or complicated as some people like to try and make it! For me, the simplest way of obtaining this was to head to one of the main towns, doesnt really matter which one, and kill/injure enough people to get the required $1000 bounty, preferably on horseback for ease of escape but by no means essential. As has been stated previously, doing this in a friendly free roam will mean that no other human can try and gatecrash your party by killing you, so just ride off into the sunset and enjoy the scenery for 10 minutes!

Go on to friendly free roam, get full ammo for all your weapons, and head to El Matadero, go up the ladder onto the roof of the building which is possibly your El Matadero safehouse in single player, there is a Maxim gun on the roof. Shooting civilians and leading the Army/Federales to El Matadero may be needed.

Take cover and shoot the enemies, be wary of them flanking from behind of the building, fortunatly they dont seem to be able to climb the ladder, after you reach 10 minutes as a public enemy shoot enemies in the town and when the enemy reinforcements are in the distance jump down from the building and get on your horse (preferably a fast one with good endurance like the Hungarian Half-Bred) and quickly flee westward, westward is open plains where you can lose the Army, then you will get the achievement.

Enter into Friendly Free Roam and head to Chuparosa. Once there, you’ll see a big building with “El Alcalde de Chuparosa” written on the front of it, there’s also a fountain in front. Go inside and up the stairs, through the door, and out onto the balcony. This is where you’ll be getting your kills.

Start killing all the civilians and you’ll become wanted (if there are no NPCs, head out the back gate and kill one of the cows in the holding pen). Sheriffs should start coming for you, keep killing them (they should net you $50 a kill towards your bounty). The two main areas they’ll attack from are through the front gate and outside the town from behind you. You should be able to stay on the balcony the whole time. Occasionally, they may come into the building but you’ll always see their location on your mini-map.

After you’ve killed enough and reached a $1000 bounty, you’ll see “You are now a public enemy” emboldened in white pop up on the screen; now you just need to wait out 10 minutes. While waiting, if your wanted status starts decreasing (red starts to fade and become grey on top right “WANTED”), simply shoot or let the sheriffs see you.

Once the 10 minutes is up, press Back on your controller and press X to enter the Outfitter. After the loading screen the achievement will pop. That simple!
