You will get this on your second playthrough (hard mode). You do not have enough money to buy everything on your first playthrough. Everything you bought on your first playthough will carry over to your second playthough as long as it is on the same save.
Items are for sale at the start of selected levels and in Brimstone (Gun Shop, Clothing Store, Bank, General Store, Saloon). You visit Brimstone 5 times throughout the game.
