The "biker's body" is the ghost rider that you see while riding. Every once in a while they will crash and you can run over their crashing body. You'll probably get this accidentally while playing but you can make an effort to follow behind the ghost rider and aim for them when they crash.

I would start going for this sooner than later. It was my last achievement and the biker was not crashing at all. Finally saw them crash when I drove out to 3500, but I remember earlier in the game that they would crash much more frequently.

You can get this as soon as your second race. The ghost is your own ghost and you can basically crash in the first car you see in a level and after the restart just follow the ghost and it will crash again into the first or second car. you can try this in every level as the first run will generate your ghost for the second run. It will get hader the farther your highscore is, so try this as soon as you unlock a new level.
Untested: it might be possible to just do it after getting all other achievements if you delete your savegames and basically restart the game, but i have not tested it personally!
