Tarring 15 Roads forces you to play all 30 quests, that game has, full 15 times. Only one of them let you do that task and you've to Play the rest of them before you can get this one again.
After playing through 14 times you can enter and leave the quest board as often as you need to get this one last time, cause every time it will suggest randomly new quests from the pool of open quests for "that run".
(Edit: According to EAGull91, who nicely messaged me, hitting "new game" and shortcut other missions that way will not work.)

Hey! Sorry but don't understand how that will work. Can i just take one random quest and abandonned it and check it again the board to see if i have the right task? Or do i need to finish all the quest before i have the right one?
