The HIGS unit can be found at the Jungle. Climb the branches and trees along the path to get on top of the tallest tree. You can take a left or a right path, both will lead you to the HIGS unit. The unit will be held by a Pangolin on top of the tree. Scan the biggest Pangolin to make it drop the unit. Set your tool to scan mode using and absorb the green orbs using .
