During Gerard's gneration (after he changes his uniform), you can sit on the throne and one of your advisors will show up. You will ask if you can start an orchard for 300,000. Now you will have to wait for next generation for it to open.
Once it does, visit it and an old man will come up to you to announce it's planting and how much revenue it generates. Now, the annoying part. The tree grows every 50 - 100 battles you fight. If the guy with the brown pants in the grove asks if you could please expand the orchard, you will have to visit your throne, sit in it and ask to expand the orchard. It should be expanded by next generation.
It may be different for you if you planted it earlier but I needed around 2,200 battles to finally grow the tree all the way. (I found the first few floors of the maze of memory blue invaluable for this) once it is complete, the old man in the orchard will tell you and the achievement should pop at this point.

I don't know, the difficulty might very well affect it's growth. Alsp, very good suggestions.

Just an added note:
Get an Armed Merchant Emperor early on so you can unlock the Rapid Stream formation. This allows your entire party to act before the enemy. Couple this with AoE skills like Mirage Blade and Galactic Rift and it greatly speeds up and simplifies the grind to 2000.
