How to unlock the Runic Scholar achievement in Romancing SaGa 2 - Definitive Guide

This is fairly straight forward, sometime during the second generation after the first king dies visit your throne and you will be given the choice to build a magic school. Do so and there will be plenty mages standing around. You only need to speak with one for the achievement to pop.
