You can get this in the very first mission of the DLC.
Even if the cheevo says "throw" you can also simply grab a mascot and run to the pool of water.
There are more than enough mascots in the starting area for you to get the cheevo in less than 60 seconds... The mascot eaten when you start do counts as well so you really only need to grab 4 of them !
Just watch out for the sniper, he'll most likely kill the mascot you're holding if he shoots you.

I was having a bit of issue with the mascots not counting. Best to run over the first pool you encounter from the start. The second larger one would just leave the mascots floating and didn’t count for me.

This can be done at any pool of water in any Apocalypse Genki instance, but I recommend the one on the west island. Once you start it up you will see a mascot eaten and Water Bear image will show on your screen, this is the image we are looking for for each mascot in the water.
