You can upgrade any stronghold to get this achievement, but the cheapest one is Safeword in the Morningstar District.
You unlock the Safeword crib after completing the Pimps Up, Hos Down mission in Act 2.
It costs $20k to unlock the first upgrade then $40k for the second upgrade, so $60k in total.
To buy the upgrades, enter the Safeword stronghold then press
to open the Crib Customisation menu, choose Stronghold Customisation and buy the two upgrades.

A Stronghold, or a crib, can be found on the map as a Yellow house icon. There are only 3 cribs which can be upgraded and unlock through playing the main story. Upgrade one of these 3 cribs.
Burns Hill reactors (Stanfield District).
Safeword (New Colvin District).

Enter the crib. Once inside, press
to access the crib. Select ‘Stronghold customization’. The price is pretty high. If you don’t want to lose your money, save before upgrading. Once all upgrades have been purchased, reload your save. (However, upgrading your crib will increase your District cash per hour, which in the long run, helps you out. Not to mention, all the other benefits).
