For this one you will have to earn all decals from episode 1,2,3 and 5 (4 doesn't have any)
This means the bronze, silver and gold target ones AND the 4 side-mission ones which is mostly just shooting specific things except for riding a strike on chapter 5.
The game can glitch and not record the minigame done perfectly in the first episode.
Please reload chapter 1 and play until you get back to the street. Finish the decals for episode one again and then click continue on episode 5. This should bring you the achievement. If not, try to replay the mini-game in chapter 5 as well.
