Once you arrive at Ted E Bear's Mafia-free playland and Casino, you'll get a Token from Lovey Bear.
After you finish talking you can immediately pop your token into the machine of Wack Da Ratz.
You can use

Aim at the Orange Rats and not the Yellow Rat. Shoot 21 of them. You can replay until you get it.
