When you start a career mode, you are given your first car.
Choose 'Garage' then 'Modify Livery'
Change any of the designs and the achievement will unlock.

Achievement might be bugged, I changed the livery of maybe 5 cars and nothing
Edit: it just unlocked but I don't know what I did exactly that made it unlock. I deleted local save and let it sync from the cloud, which didn't help, then did a single stage event in a car with a modified livery and went back to change liveries again and it eventually unlocked

go to GARAGE -> MY CARS choose your car, press F3 for change liviery and here you can select livieries and paint them, also you can paint your rims...
